Create a setting to only send Concentrator damage prompt to a single owner of an actor

Currently Concentrator prompts all owners of an actor, but we should probably put this behind a setting to allow the prompt to go to a single owner.

Eg. all GMs receive a prompt or if multiple users have Owner access on an actor.
