Frame Buffer Read no longer works

Not sure when this issue started.

I'm unsure but part of me thinks this may of been broken by DX9. Ive screwed around with a lot of code so there could be other places its broken as well. It needs re-implementing

I tried testing older builds and it still had the issue in a build from October 18th 2012.
