Error in shortcut buttons

Describe the bug / provide steps to reproduce it

My shortcut buttons are set up as I want, but when I change the file, the first/second row of shortcut buttons change to others that are in the application. The first row of shortcut buttons in my application is the most important, as it has CTRL, save button, among others.

Environment

My version is the latest on June 8, 2025, I'm trying to enter the Beta version to see if it works. I joined the Beta version and it didn't work.
