proposal for layering / compositing

One feature that might be nice is layering. This task is for outlining how layers could work (how many layers should there be, what is the cost of layers, what are some potential uses, etc)

If this is implemented for the rM2, it should also provide a mechanism for the rM1 to use.

For anybody finding this later. I'm implementing compositing into Oxide, which can be used as a starting point if we want to look into how to (or maybe how not to, we'll see) implement it directly in rm2fb. https://github.com/Eeems-Org/oxide/pull/320
