export environment to systemd should escape '%'

systemd will act % as specifiers , when exporting envs, it should be escaped as %%

Sorry but I'm not using foreman now.... So I don't have environment to test now :( But I read the code on master, double quote on Environment doesn't prevent specifiers work, it may still need %% to escape %
