Add build cache volume to emscripten docker container

Emscripten caches builds of system libraries in a specific filesystem location. However, because we build inside a container which is removed after building, the cached libraries are deleted, which makes subsequent builds take longer than the would if the cached files were kept. If we keep the cache in a Docker volume, either via docker-compose or manually, this should solve the problem.
