Support BGP on RouterOS v7

@ddelnano going to pick this up to:

  1. Add support for a new resource for the /routing/bgp/template present in routerOS v7 (see here).
  2. Adjust the CI to run the new BGP resource tests for RouterOS v7
  3. Ensure the CI skips those same tests for RouterOS v6

@bennysp sorry, there haven't been any updates on my end. Not sure about @jdelnano, but I'm happy to give you some direction if you are interested in implementing this.
