新功能描述 建议video组件支持倍速播放。

现状及问题 目前video组件不支持倍速播放。但是现在倍速播放已经是很多场景需要的功能了，希望能安排一下。

把Video的API的最高1.5倍速，多增加一些，比如2X或者3X的倍速选项，这个估计来得实际一些
