Infinite loop in automated data preparation

If not manually stopped, it will run forever for runs without apparent differences (see dd9aa7247c1e99b4742be1dd70b0459484ad6e80 and e1f8ebaac6e4bbe9da9e2fa3cf2086dcce335049).

It seems to be coming from the dataset-metadata.json file, which is changing between runs? Apparently resource keys are coming in different order.
