Honor CONC/CONT tags by Concat'ing to previous row

First for all thanks for sharing your library! I used it to generate biography starters in wikitree_biography. Doing so, I noticed that CONC and CONT tags are treated like any other tag. Instead, they should relate to the superior preceding line. I proposed a solution by this pull request. Yours, /Coert
