Provide a way to make the persons of a reference public

If a reference is created in private mode, the persons it creates because they do not exist in the database are also create private. Since there can be many of these it may be painful to all set them to public once one wants to make the reference public. Maybe simply add another checkbox next to Public to make alls the persons of a reference public:
