[Feature] Run validations against specific semantic models

Describe the feature

Currently running mf validate-configs runs validations on my whole semantic graph. This default works, but if I have a large project validations can be unnecessarily slow. For example, if I just update one semantic model I should be able to validate just that model without running validations on the whole project.

Describe alternatives you've considered

Run validations on everything.

Who will this benefit?

Developers writing new semantic models or updating existing ones.
