[SL-2397] [Feature] Update mf validate-configs --> mf validate and only run warehouse validation

Describe the feature

We already run semantic validation as part of dbt parse. This means running semantic validation as part of mf validate-configs is unnecessary.

Additionally, we should rename mf validate-configs --> mf validate. This aligns with our cloud CLI invocations.
