Enable to log own custom fct rules

Describe the feature

As mentioned here https://github.com/dbt-labs/dbt-project-evaluator/issues/332#issuecomment-1864089189 , we need to create new models to our own package when needing our own rules.

But currently cannot use the useful macros print_dbt_project_evaluator_issues because of the restriction https://github.com/dbt-labs/dbt-project-evaluator/blob/821c013bec8f698d0f7d1720b5d00fd14e5415f7/macros/on-run-end/print_dbt_project_evaluator_issues.sql#L8

Describe alternatives you've considered

Enable also to log error of our own rules by print_dbt_project_evaluator_issues

Not database-specific feature.
