deb-ostree-builder needs to have dpkg installed

I'm testing deb-ostree-builder on Clear Linux because that's what my build machine runs. Clear Linux is ostree and rpm based so doesn't have dpkg. I'll send a patch to the README mentioning that currently the script should likely run just on Debian based OSes. That is likely the most common use case anyway.
