Given the discussion of `dvc exp` being the primary interface over `dvc queue`, it might make more sense to include all of these by default and make the flags `--hide-queued`/`--hide-failed`.
Do we need separate fields for each state, or are they all mutually exclusive and we should have a single `state` field?
Related to #6104. If the checkpoints are decoupled from pipeline execution, there should be no expectation that outputs are deleted at each checkpoint.

#7581 closed #7384, but as noted in https://github.com/iterative/dvc/issues/7601#issuecomment-1103531163 😅 , this is still an issue. Any plan on how/when this is expected to be fixed?
