Overview ruler not visible
Description
It appears that the overview ruler options can be set in the annotations preferences but it never appears in the editor.
The key feature of the overview ruler is that the length of the ruler you see represents the complete file being edited, This provides a convenient way to jump to annotated parts of the file without excessive scrolling How these various annotations appear is defined by your Workbench > Editors > Annotations preferences

Steps to reproduce
Set annotations preferences such as selected word occurrences under preferences > text editors > annotations
Set show in options for overview ruler.
The overview ruler does not appear or is not working as expected.
