Black screens in 8088MPH

I observed black screens again testing the competition release of 8088MPH. Something is definitely still weird.

It looks like a vsync failure - beam_y quickly exceeds 262 and counts into the thousands. VCC is < R7 so I am not sure why a vsync wouldn't occur.

Need to get to the bottom of this once and for all.

EDIT: Looks like VCC isn't updating at all, thus no vsync. But why?
