Improve "Progress Card" UX

A few changes that would make the Progress Card process more pleasant: Hide all Perturbations, upgraded cards. Sort cards at highest upgraded % first. I usually try to put points into cards that will then be eligible for upgrade. Remove a card if it hits 100% during upgrade session.

Nice to have: buttons to sort as per Library screen.

The current rollover-zoom mechanic can be annoying in the shop: as one rolls over cards the position of the zoomed card changes and if you're hunting for the upgrade numbers you have to keep looking around. If there was a fixed pane outside of the library view, showing the zoom, it would make browsing quicker. Maybe the upgrade status could be added to a caption at the bottom of each card.

The plan is to have the upgrades show up in the card layout directly. So you can see them without rollover.
