Sound Errors
I see this was addressed in the changelog, however I'm running the latest OCTGN version with the latest NR plugin on a fresh Windows 7 install, and it will not play any of the sound effects.
Every time a sound effect should play, I get an error in the log: "cannot play sound draw-card it must be in the format 44100:2". The same error occurs for every other sound I ran into, except for the scored agenda noise.
Is there some way I can refresh the sound effect library to get this to work?
Have you tried to uninstall ANR and reinstall it?

I just did, and ran into the same issue. Anything else I could/should try? The sound files are present in the "Sounds" subdirectory, and I can play them outside of OCTGN.
Try to uninstall, then go to OCTGN's game database (Under Document/OCTGN) and delete the directory from ANR. Maybe the old files are stuck there.
I just uninstalled, checked the game database (empty) and reinstalled. The sound files are definitely the latest.
I really don't know why. Which OS are you running?
I'm using a Windows 7 virtual machine (http://www.buildpcs.com/threads/tiny-7-the-best-windows-os-for-and-old-computer.377/). Sound works in the OS and via web browser, so I know the virtual sound card is operational. I've uninstalled and reinstalled OCTGN, and the Netrunner plugin twice. So weird!
I just realized something else: all of the OCTGN sounds (e.g. someone entering/leaving a chat room, whisper notification, et cetera) play fine. It is just the Netrunner sounds that cause the error.

I saw this same issue running Windows XP. I have not yet seen it now that I am running Windows 8.1.
I'm seeing this as well in a Win 7 virtual machine, except it sometimes crashes.
I have the exact same problem. The OCTGN sounds play fine but the netrunner sounds don't (with the same 44100:2 error message). I'm on OSX and run a clean Win7 x64 virtual machine. Latest OCTGN/Netrunner.
Same issue running straight Windows 7.
Having the exact same problem on windows 8.1 and trust me I reinstalled everything(even my copy of windows) to fix this,still dones't work and shows the same error
Have you tried disabling sounds? Does this prevent this?
If i disable sounds I simply hear nothing,but that's not what I want
Could it be that these sounds aren't fit for x64?
I run with x64 just fine. Are you also using a VM?
Don't think so,from what i saw I run a geniune copy of the Windows
Just checked and no i don't run on a virtual machine,it's my main OS
Then I'm out of ideas. These files are definitelly not 44100. I suggest you contact the OCTGN developers for support.
Same here, clean install and when I play A:NR the errors appear in the console. I am using Windows 8.1 pro

I personally just installed a fresh copy of my windows 7 and reinstalled the octgn
It's a very basic solution but it's the only one that worked for me
