Just trying to think of the reasons why you'd generate a new key file: 1. Your existing key was compromised in some way, so you needed to "reset" security. 2....
Because of the above, I don't think DPAPI makes sense _unless_ you can configure it in such a way that you are guaranteed to be able to read the key...
