User experience for start, stop and delete

Is your feature request related to a problem? Please describe. We should add an --all (-a) flag to these commands: start, stop and delete. The functionality is self-explanatory - the flag makes the command apply to all workspaces.

When using the "all" flag in delete the user should be prompted with an "Are you sure?" view that uses a properly styled Charm.sh component. To support scripting, the view can also be bypassed with a --yes (-y) flag.
