Deleting builds should also delete the build log file

Describe the bug Once a user chooses to delete a build, they expect all data about the build to be gone.

Additional context Using logs for debugging purposes is only relevant when the build entry exists in the database. Once the user chooses to delete it, it is no longer necessary. Logs should be deleted using a server-level "cleanup" poller and not directly from the service because the runner might fail at deleting the build and log some useful info.
