Rendered video has skipped frames

Running a render produces a video with skipped frames, where the video appears to be paused at intermittent frames within the duration of the video, and eventually resumes after a second or two.

This is also happening in the provided example. Please see example below, notice arounds 3 seconds and again at around 7 seconds. https://youtu.be/ytI2cPTEqZs
