Change away from Karma for headless browser tests in CI

Karma is being deprecated and shadow-cljs hasn't shown any movement to migrate away from it

It looks like Jasmine Browser Runner is probably the best choice to switch to.

This will definitely happen, I'm just waiting for some day8 internal stuff before I can upgrade all our repos. Ideally that will be as soon as 2 months from now.
