No option to create a list of figures in drop down menu

In the project wiki it states that a list of figures feature is located at Add-ons→Cross Reference→List of figures.

Unfortunately that menu item does not show up (see attached screenshot).

In the attached screenshot you can also see the inclusion of the special character in the figure label (since the wiki mentioned that "The first step in generating a list of figures is therefore to replace the beginning of each label with the UTF-8 character 'REVERSED ROTATED FLORAL HEART BULLET', which looks like this: ☙.").

I'm not sure if I misunderstood the instructions or if there is some other reason for the menu item not showing up.
