Adding datasets

I added code to allow the library to access the some more datasets. I also adjusted the table names for the NIPA and NIUD datasets (BEA changed the name from TableID to TableName in December 2017).

@jnelson16 Thanks for you contribution! I have managed to find time to get back to pyBEA, can you update your branch, fix any outstanding merge conflicts, and push the changes. In general your PR looks good and I am happy to merge it.
