Upgrade to OpenSSL 3.4 if possible

The new OpenSSL 3.4 release goes out of support on 22 October 2026, while the current long term support release (3.0) expires on 7 September 2026. As a result there isn't much point in sticking to the current LTS release anymore if v3.4 is still compatible and still supports the various Windows releases we currently provide TLS for.

  • [ ] Check K95 is compatible with OpenSSL 3.4
  • [ ] Check it works on Windows XP
  • [ ] Check it works on Itanium Windows
  • [ ] Check it works on ARM32 Windows
  • [ ] Check it works on ARM64 Windows
