Introduce tests.

This is an initial effort to get test coverage for the plugin.

I'd like to get some feedback here and this could be merged if you like.

To actually test the plugin itself will likely require a bit of refactoring and I'll need to review the test coverage of other plugins how they handle mocking project config etc ...
