Folders/tags not added

I have 4417 links in Instapaper, most of which are organized in folders. I exported to CSV and checked that the folder names are in the CSV. However, all the imported links are untagged. I was expecting Instapaper folders to be converted to Omnivore labels.

I manually created the tags corresponding to my Instapaper folders and tried the import again, with the same result: 4417 imported unlabeled links.
