Setup Github Actions to enforce a coding standard

Why?

Since this is a development in the wild, a coding standard would be nice to have to ensure the

• [x] Contributions are much more clear in evaluation.
• [x] Having WPCS on this will help reduce insecurities
• [x] Allow for internalization efforts.

Is this something you would consider? I would love to help with that.
