Don't sign the assemblies

Strong-name signing is a kind of "sealed keyword" for assemblies, only worse. It's frankly a pain in the butt when I'm frequently upgrading StorEvil builds used by my integration test project because I have to delete and recreate the references each time. I'd really like the signing to be turned off for StorEvil assemblies but I understand that it's required by the custom tool for NUnit compilation support. That's ok, I also understand that NUnit compilation support is on the chopping block, so let's see them both go away!
