Per kubernetes/kubernetes#118118, this should be handled by the plugin, if I've understood correctly.

@jimwang118 - the PDB is already in vcpkg_installed/x64-windows/x64-windows/bin, alongside the DLL there. The question is whether it makes it into the application's bin directory (x64/Release).

(In terms of issue labels, I believe this is a feature request rather than a question.)
