I don't know what's causing this error, but if you only need WireGuard you can avoid the error by disabling IPsec by setting `ipsec_enabled: false` in `config.cfg`.

Although unused IPSec and WireGuard ports are opened on cloud provider firewalls, unused ports are _not_ opened on the server instance itself.
