Add POTs: Protective Optimization Technologies

In a recent academic paper, [full disclosure] my coauthors and I proposed protective optimization technologies (POTs): technological tools and interventions that counteract harmful optimization systems from the outside. In the paper we compiled a big list of existing research and technologies that can either be repurposed as POTs or actually are real deployed POTs, and we have also built two proof of concepts from scratch. I think it fits well in the list.
