Bump up the TOMCAT_VERSION to the latest [8.5.29]?

The last commit seems to be 2 years old and the Tomcat version mentioned is 8.5.3. The latest version [at the time of writing] is 8.5.29.

Can we upgrade the version number looking at the security patches / (possible) performance fixes?
