Allow uploading local games

Should be pretty easy. One minor thing is that UQM might blow up on an invalid game, and we should keep the user from shooting themselves in the foot like that.

Also UQM uses fixed game slots, so there's some silliness with finding an unused one. :-/

And, indeed, if you have random data in a savegame, UQM just blows up.
