Get rid of --with-lib32, --with-lib64

I believe --with-lib32 is no longer used anywhere. --with-lib64 is, but can probably be killed after figuring out where Solaris/BSD plug-in directories actually are. It's also used to determine LIBDIR so that wants to be replaced with something saner.
