Connect to running WebView2 sessions to add/remove browser extensions

Along with feature to navigate to edge: URIs in running WebView2 sessions (#108) it will be helpful to be able to add/remove browser extensions. Apps will still need to enable browser extensions to use this so it will be of limited use. Should be built after and into #108
