Twilio makes it cheap and easy. Possible pull request incoming if I have some spare cycles this month...

I believe you can keep the free developer account indefinitely, although the messages will be prefixed with "Sent from your twilio account."

There's also Plivo, which is less than half the price of Twilio per text at $0.0035 per text. Obv not free though :/
