Handling arbtriary content in customOperator/customInteraction

The current implementations of customOperator and customInteraction in JQTI+ have never supported arbitrary content, which is now permitted in both of these in later versions of the schema.

Support ultimately needs to be added for this, though I'm not aware of any examples that use this.
