View attribute never used in rendering

The 'view' attribute (e.g. rubricBlock) has never been used in the rendering as far as I can tell. This probably needs added in.

Support for the view attribute would be very useful to support the use of rubricBlock to embed guidance to the scorer or teacher on guidelines to follow when marking/grading the item which would not be visible to the candidate.
