Add CI

[crawfxrd]

Add CI that builds the projects and builds the packages for distros we support and the mainline kernel.

The solution should be able to:

• Build the projects (make)
• Build the packages (make <rpm|deb>)

If we're using VMs and not containers, it could additionally:

• Test installing/uninstalling the packages
• Run the tests
