Global settings for unimportant request parameters

We want to define global settings for advanced users to give them back the control they lost in the next generation of the generator. This is only for details. I want to collect all parameters we want global settings for in this issue:

• [ ] data portabillity (default: true)
• [ ] transport medium (default: email) this is a tricky one: do we want users to be able to overwrite what we think is best for the company or is this just the default method to choose if we are unsure?
• [ ] maybe choices in the supervisory authority selection?
• [x] country
• [x] language

Re transport medium: Yes, setting this pref should always override.
