Fix NL address formatting

We have different styles of addresses in the Netherlands in our DB, see https://github.com/datenanfragen/data/search?q=The+Netherlands

  • "address": "Gustav Mahlerlaan 308\n1082ME\nAmsterdam\nThe Netherlands", in cognizant-nl.json vs
  • "address": "Rokin 92\n1012KZ Amsterdam\nThe Netherlands", in bird-rides-europe.json

Per the UPU (https://www.upu.int/UPU/media/upu/PostalEntitiesFiles/addressingUnit/nldEn.pdf) and Bitboost (https://www.bitboost.com/ref/international-address-formats/netherlands/), the latter is correct.

As with #975 and #1144, we should also implement tests for that.
