[feature request] noscope cheat cvar

I got a problem with the lr noscope. When a user starts the noscope he's able to run in the weapon spawner and pick up another weapon (e.g. m4a1) and use it.

We could use WeaponCanUse to prevent pickup a other weapon without slaying. @data-bomb

@Caaine What happens when he kills someone or attacks someone with the m4a1? It should flag this as cheating and abort the LR, right? Or does it let them kill with m4a1 and say they are the 'winner'?
