Adds RequestSensorsFactory that can be provided from upstream dependents to effectively enable/disable sensors tracking per ks
This looks ok to me conceptually. Is this ready for a review?
Let me do the changes on CNDB side and then mark it as ready for review - but I thought I'd share a draft version for early feedback on the direction

@niksajakovljevic This is ready for review: the first commit has been rebased to the latest main-ucu, the second commit is some new stuff needed by CNDB.
