Upgrade to Java 17/21

Most systems now use java 11 as default & hence upgrade the build to use java 11

Maybe upgrade directly to Java 17 as that is the latest known LTS as of this writing.

Java 11 as a mininum requirement was taken care via #241 and hence modifying this ticket to go to Java 17/21.

@msmygit Can we close this issue as we had initially created this issue for Java 11?

We can create this once C*/DSE versions starts supporting JDK 17.
