Data Improvements re Upstream

There are various issues primarily related to geo name normalization in upstream. Ultimately we'd like to upstream these but the maintainers there may be a bit overwhelmed atm so for now we should try and fix here:

  • [ ] Cape Verde vs Cabo Verde https://github.com/CSSEGISandData/COVID-19/issues/1217
  • [ ] Timor Leste and East Timor https://github.com/CSSEGISandData/COVID-19/issues/1229 (could not find this in the CSV so may be artefact of arcgis)

We have a repository with workflows & data that normalize all countries based on ISO 3166-2 Alpha-3 codes. Feel free to use it or contribute!
