Accelerated video with pauses to reload the buffer

The video is displayed with sufficient quality, but it seems to be accelerated. This appears to cause the playback to pause for buffering, then it resumes at an abnormally high speed, leading to another pause for buffering

In a system based on Raspberry Pi 4 B with 8GB of RAM, running Raspberry OS with Restreamer installed via Docker, the issue persists. The problem occurs when using a Logitech webcam, despite experimenting with various configurations of bitrate, FPS, and resolutions. None of these adjustments seem to resolve the problem. However, when using a Sony ZV E10 camera via USB, the system works correctly.

in my case it is a hardware device, i tried to find similar config options but none of them solve the problem.

Is there any action i can do to debug better the problem ?
